From June 2026, households across Suffolk are seeing one of the biggest changes to waste and recycling collections in recent years. While the changes are designed to improve recycling rates and reduce waste going to landfill, for landlords and HMO operators the reality is that these updates also bring new operational challenges.

What Are the New Recycling Changes in Suffolk?
Ipswich Borough Council has introduced four separate waste collection services:
- Fortnightly (every 2 weeks) refuse/general waste collections
- Four-weekly paper and card collections
- Four-weekly mixed recycling collections
- Weekly food waste collections
The new recycling collections now also include:
- Glass bottles and jars
- Drinks cartons (Tetra Pak)
- Plastic films and wrapping including plastic bags
Food waste will now need to be separated from general rubbish and collected weekly using dedicated food waste caddies.
Why This Matters for Landlords and HMOs
For single occupancy households, these changes may simply mean learning a new collection routine.
For shared houses and HMOs, however, the changes are far more involved.
Properties with multiple tenants naturally generate higher volumes of waste and recycling, and where tenants may:
- Work different schedules
- Move in and out regularly
- Speak different first languages
- Have varying levels of understanding of UK recycling systems
…it becomes essential to have clear processes and visual guidance in place.
Without proactive management, we expect many landlords across Suffolk could begin experiencing:
- Contaminated recycling bins
- Missed collections
- Overflowing refuse bins
- Increased pest risks
- Additional contractor call-outs
- Complaints from neighbours
- Increased pressure on communal cleaning standards
What LEA Property Solutions Has Been Doing Behind the Scenes
Since the changes were announced, our team has been actively preparing properties and tenants across our portfolio.
This has included:
- Sending guidance messages to all tenants
- Reviewing waste storage arrangements
- Purchasing additional bins for kitchens
- Creating one simplified A4 visual guidance sheets for communal areas (not a booklet!)
- Professionally printing and laminating these notices
- Installing notices in shared kitchens to improve compliance
One challenge we identified early on was that much of the official council guidance was either too text-heavy or spread across multiple pages. For many tenants, particularly in HMOs where English may not be their first language, this creates confusion.
To help address this, we designed our own simple A4 visual guide showing:
- Which items go in each bin
- Collection frequencies
- Food waste guidance
- Important battery disposal warnings
- Clear colour-coded visuals
Our aim is to make the process as simple and visual as possible for tenants.
The Operational Reality Behind “Just Bins”
From the outside, recycling changes can sound relatively minor. In practice, implementing these systems across multiple managed properties takes considerable coordination.
Our team is currently:
- Installing notices across communal kitchens
- Arranging additional kitchen caddies
- Updating tenants on collection days
- Monitoring communal cleanliness standards
- Managing bin storage expectations
- Working to prevent contamination issues before they arise
This is one of many examples of the operational work that happens behind the scenes in professional HMO management.
Advice for Suffolk Landlords
